Authorizes expenditure of $8,412,317.00 in special funds for the Tombigbee River Valley Water Management District for fiscal year 2017 (July 1, 2016 - June 30, 2017) to cover bond maturities, interest, maintenance, and project development costs.

Authorizes 17 permanent full-time positions for the district with restrictions on salary increases in fiscal year 2018 unless new programs or positions are added by the Legislature.

Requires the agency to maintain accounting and personnel records in the same format and detail as fiscal year 2016 and submit fiscal year 2018 budget requests in comparable format and detail.

Mandates that excess operating funds be deposited in banks to earn interest rates at least equal to state treasury fund rates and requires purchases to give preference to Mississippi Industries for the Blind when bids are equal.

Takes effect July 1, 2016 and requires expenditures to comply with state law prohibiting agencies from incurring obligations exceeding their appropriation.
