Approves expenditure of $17,532,866.00 from special funds available to the Pearl River Valley Water Supply District for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 119 permanent full-time positions and 2 time-limited full-time positions for the district.

Allocates $200,000.00 for salary increases to fund overtime, callback, or standby pay.

Requires the district to give priority and waive launch fees for ESPN Bass Masters Classic, FLW Major Open, and Catch A Dream Foundation Bass Classic fishing events if won by local governmental or nonprofit entities.

Establishes personnel and budget accountability requirements, including restrictions on transferring general funds to replace withdrawn federal or special funds, and mandates compliance with IRS Publication 15-A reporting standards.
