Authorizes motor vehicles transporting commodities to or from terminal or port facilities on the Tombigbee River or Tennessee-Tombigbee Waterway to exceed state weight and size limitations, provided limits do not exceed federal standards for highway aid.

Restricts movement under this exemption to routes wholly within the county where the port or terminal is located, extending from the port to the first point of processing.

Requires the Mississippi Department of Transportation to examine road, bridge, and culvert conditions and the vehicle's axle configuration to determine allowable excess weight before issuing a permit.

Mandates operators of vehicles using this exemption carry the issued permit or certified copy at all times.

Effective date: July 1, 2016.
