Appropriates $183,841.00 from the State General Fund to the Pearl River Basin Development District for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes an additional $902,069.00 for expenditure from funds received by or available to the Pearl River Basin Development District during the same fiscal year.

Authorizes 5 full-time permanent positions and 3 part-time permanent positions for the district to be funded from the appropriated general funds.

Requires the Pearl River Basin Development District to maintain accounting and personnel records in the same format and detail as fiscal year 2016, and to submit future budget requests in comparable format.

Conditions the appropriation on the availability of projected general fund revenues for fiscal year 2017, with automatic reduction if revenue bills passed by March 17, 2016 reduce available funds.
