Appropriates $7,393,903.00 in special funds to the Yellow Creek State Inland Port Authority for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 10 permanent full-time positions for the Authority.

Requires the Authority to maintain complete accounting and personnel records in the same format and detail as fiscal year 2016, with comparable budget request formatting for fiscal year 2018.

Allocates $50,000.00 of the appropriation for salary increases to fund overtime, callback, or standby pay.

Directs the Authority to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids or without competitive bidding.
