Appropriates $10,790,043.00 from the State General Fund and $253,610,053.00 from special funds to the Department of Environmental Quality for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 274 permanent full-time positions and 229 time-limited full-time positions for the department.

Establishes performance targets for pollution control, land and water management, geology, and administrative services, with specific metrics to be reported in the fiscal year 2018 budget request.

Allocates funds for specific programs including up to $250,000 from the Pollution Emergency Fund for Legal Division activities, $100,000 for Household Hazardous Waste Collection Grants, and $200,000 for dam and reservoir inspections.

Provides $2,380,000.00 from the Capital Expense Fund for the Water Pollution Control Revolving Loan Fund.
