Appropriates $7,967,763.00 from the State General Fund and $71,958,141.00 from special funds to the Department of Wildlife, Fisheries and Parks for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 659 permanent full-time positions and 53 time-limited full-time positions for the department.

Designates $5,750,000.00 from state excise taxes on gasoline, oil and petroleum products for the Fisheries and Wildlife Fund, and $125,335.00 from the Education Enhancement Fund for Project WILD.

Establishes performance targets for fiscal year 2017 including 570,000 hunting and fishing licenses sold, 2,000,000 fish stocked for public waters, 182,000 cabin overnight accommodations, and various law enforcement and park management metrics.

Provides $175,000.00 for a cooperative agreement with Mississippi Cooperative Extension Service, $200,000.00 for Youth Participation Initiative, $50,000.00 for Pearl River Wildlife Management Area improvements, and $1,500,000.00 maximum for motor vehicle purchases.
