Appropriates $193,270.00 from the State General Fund and $83,497.00 from special funds to the Grand Gulf Military Monument Commission for fiscal year 2017 (July 1, 2016 - June 30, 2017).

Authorizes 7 permanent full-time positions and 1 permanent part-time position for the Commission.

Requires the Commission to maintain accounting and personnel records in the same format and detail as fiscal year 2016, and to submit fiscal year 2018 budget requests in comparable format.

Restricts use of state motor vehicles to official business only and requires compliance with Mississippi Code sections 25-1-77 through 25-1-93 for vehicle ownership and operation.

Effective July 1, 2016; establishes standard provisions regarding procurement preferences for Mississippi Industries for the Blind, prohibition on exceeding appropriations, and State Treasurer payment procedures.
