House Bill 168 Summary

• State Board of Education must establish a three-member committee by July 1, 2016, to select either a new or existing not-for-profit corporation to regulate public high school athletics and extracurricular activities by January 1, 2017.

• School districts are prohibited from paying public funds to athletic regulation organizations from July 1, 2018, until July 1, 2019, when approved organizations become eligible to receive such funding.

• Selected athletic regulation organizations must adopt bylaws requiring transparent policymaking, monthly financial reporting to member schools, detailed fee justification, staff salary disclosure, and formal complaint documentation.

• Any not-for-profit regulating school athletics cannot prohibit member schools from competing against nonmember schools when both schools have a written agreement to compete.

• School boards retain authority to regulate athletics and extracurricular activities provided they comply with the new state oversight structure and requirements established by this act.
