Authorizes issuance of state general obligation bonds not to exceed $1,000,000 to fund improvements at University of Mississippi Medical Center.

Up to $250,000 of bond proceeds shall be used for planning, design, construction, and expansion of a clinical research unit at the medical center.

Remaining bond proceeds shall be used for site development, construction, renovation, and expansion of Blair E. Batson Children's Hospital and related facilities.

Creates a special "2016 University of Mississippi Medical Center Improvements Fund" within the state treasury to receive and disburse bond proceeds under direction of the Department of Finance and Administration.

Bonds are general obligations of the State of Mississippi backed by the full faith and credit of the state, with principal and interest exempt from state taxation.
