All state agencies, departments, institutions, and political subdivisions providing programs or services to children must create an annual itemized list by September 1 each year.

Each itemized list must include program descriptions (by target population and region), federal and state funding sources, operating costs, number of children served, and performance measures with intended and actual outcomes.

The John C. Stennis Institute of Government at Mississippi State University shall compile all submitted lists into a single document organized by both program type and providing agency.

The compiled document shall be provided to House and Senate committee chairs overseeing Appropriations, Education, and Public Health/Human Services by December 1 each year.

The act takes effect July 1, 2016.
