Authorizes issuance of up to $1,000,000 in state general obligation bonds for wastewater and sewer infrastructure improvements in Hinds County, Mississippi.

Up to $929,675 allocated for Big Black River drainage basin wastewater collection, treatment, and disposal systems, including sewage networks, treatment plant upgrades, a new treatment plant, and pumping/piping stations.

Up to $70,325 allocated for sewer infrastructure along the Byram Clinton Corridor between Davis Road and Parks Road, with construction occurring in fiscal years 2017 and 2018.

Creates a separate "2016 Hinds County Wastewater Treatment Facilities Improvements Fund" within the State Treasury to hold bond proceeds, with unexpended amounts retained and investment earnings deposited back into the fund.

Bonds mature within 25 years, backed by full faith and credit of the state, with principal and interest exempt from Mississippi state taxation.
