Authorizes issuance of up to $650,000 in state general obligation bonds to assist Humphreys County in constructing, repairing, renovating, or expanding a building for an urgent care clinic operated by the University of Mississippi Medical Center (UMMC)

Creates the "2016 Humphreys County - University of Mississippi Medical Center Urgent Care Clinic Fund" within the State Treasury to hold bond proceeds, with funds disbursed by the Department of Finance and Administration

Humphreys County will lease the completed facility to UMMC for establishing and operating the urgent care clinic

Bonds must be issued before July 1, 2020, with a maximum maturity of 25 years, and are backed by the full faith and credit of the State of Mississippi

Bond proceeds and income are exempt from all Mississippi state taxation and qualify as legal investments for trustees, fiduciaries, and financial institutions
