Authorizes the City of Madison governing authorities to permit golf cart operation on public roads and streets within subdivided residential neighborhoods, with authorization to be recorded in city minutes.

Requires golf cart operators to possess a valid driver's license or temporary driver's permit and proof of financial responsibility as defined under Mississippi Code Section 63-15-1 et seq.

Prohibits golf cart operation in nonresidential areas and on urban interstate highways, urban freeways and expressways, urban principal arterial streets, or urban minor arterial streets as defined in the city's comprehensive plan.

Permits golf cart operation on all collector streets and urban local streets within approved subdivided residential neighborhoods without requiring separate authorization.

Allows the governing authorities to revoke golf cart authorization in whole or in part at any time and to impose conditions on operation.
