Authorizes the City of Greenwood to increase the hotel and motel tax from 1% to 3% of gross room rental proceeds, with revenues dedicated to the Greenwood Tourism Commission for promoting tourism and conventions.

Requires the governing authorities to adopt a resolution declaring intent to increase the tax and hold an election where qualified electors must approve the increase by 60% majority vote.

Establishes notice and publication requirements of at least three consecutive weeks in a newspaper, with first notice at least 21 days before the election and last notice within 7 days of the election.

Directs tax proceeds (less 3% retention by Department of Revenue for collection costs) to be paid to the Greenwood Tourism Commission by the 15th of each month and used solely for tourism promotion programs and activities.

Requires the commission to annually donate at least $2,000 to Thompson Clemons Post 200 American Legion and at least $5,000 to R & M Productions for tourism promotion.
