Holds board members and employees personally liable for any credit card expenditures not authorized by law, requiring them to reimburse the authority and pay all associated interest, fees, and collection charges.

Allows the authority to extend credit card privileges to chief executive officers of member political jurisdictions when the board determines such inclusion would assist in furthering the authority's development programs.

Authorizes the authority to sell or lease any surplus property owned by the authority to any person upon such conditions as deemed desirable by the parties.
