Authorizes the City of Flowood to invite and accept proposals from developers to acquire, construct, develop, manage, operate and/or own a conference center, hotel, and related ancillary facilities within city limits.

Requires the city to publish public notice in a newspaper at least 30 days before executing any contract, allowing interested developers 30 days to submit proposals.

Grants the city authority to sell, lease, exchange or dispose of city property and enter into binding lease agreements, management contracts or other agreements for up to 75 years related to the project.

Authorizes the city to issue bonds to finance the project without such bonds constituting indebtedness subject to state constitutional or statutory debt limitations.

Requires the conference center, hotel and ancillary facilities be designated as part of an urban renewal project under Mississippi Code Title 43, Article 35.
