Authorizes Sunflower County Board of Supervisors to issue general obligation bonds not exceeding $1,000,000 to fund construction completion and memorial garden for the B.B. King Museum and Delta Interpretive Center.

Requires the board to adopt a resolution declaring intent to issue bonds, specifying the maximum amount and purpose, and publish the resolution weekly for at least three consecutive weeks with first publication at least 21 days before the authorization date.

Allows qualified county electors to file written protest within the publication period; if 20% of electors or 1,500 people (whichever is less) protest, a public election must be held on the bond issue.

Requires three-fifths (3/5) majority approval from qualified electors voting in any election before bonds can be issued; bonds may be issued within two years of election approval.

Bonds shall be general obligations of the county managed according to Mississippi Code provisions and validated according to law.
