Establishes the initial election for Tishomingo County Water District board of commissioners on the first Tuesday in September 2016, conducted by paper ballot at the district office in Iuka, Mississippi, between 8:00 a.m. and 6:00 p.m.

Requires three weeks of published notice in a newspaper of general circulation and posting on the water district and county courthouse doors, including information on the election date, qualifying deadline, and candidate qualifications.

Sets candidate eligibility requirements: must be at least 25 years old, a water meter holder in the district, a resident within the district service boundaries, and eligible to be bonded as required by state law.

Establishes qualifying period beginning the first Monday in August 2016 for 21 calendar days, with the five candidates receiving the highest number of votes elected to serve five-year terms.

Provides that vacancies on the board shall be filled by special election within 60 days and authorizes the board to dissolve, transfer, or convey the water district by unanimous board vote or majority vote in a called election.
