Amends Section 33-15-17 of the Mississippi Code to allow a county official authorized by the board of supervisors to proclaim a local emergency, in addition to the mayor or governing body.

Requires that any local emergency proclamation by an authorized county official be subject to ratification by the board of supervisors at its first regular meeting or a specially called meeting.

Establishes that the board of supervisors must review the need for continuing a local emergency at least every 30 days until termination.

Allows the governing body to promulgate orders and regulations during a local emergency to protect life and property, including imposing curfews in designated areas.

Takes effect July 1, 2016.
