Waives tuition and mandatory student fees for foster children, adopted children, and wards of the state attending Mississippi state institutions of higher learning for associate degree programs

Requires students to maintain a 2.25 cumulative grade point average on a 4.0 scale and meet entrance requirements to remain eligible

Limits eligibility to four years after high school graduation or GED receipt, five years after first admission to a state institution, and a maximum of 120 university semester credit hours

Requires students to complete the Free Application for Federal Student Aid, and reduces the waiver if combined aid exceeds total cost of attendance

Mandates the Department of Human Services report annual participation numbers to the Board of Trustees and Legislature, and requires the Board to report graduation rates by January 1 each year
