Increases annual salary for school board members from $2,400 to $9,600 per year, effective July 1, 2016.

Eliminates the option for school board members to receive per diem compensation of $67 per meeting for up to 36 meetings annually; all members must now receive the annual salary instead.

Allows school board members to be reimbursed for mileage and necessary expenses for attending board meetings and mandatory training sessions, in addition to the annual salary.

Requires school board members who miss 20% or more of meetings in a calendar year to reimburse the school district a proportional portion of their salary for those missed meetings, except for absences due to required military duty.

Mandates that local school board presidents submit an annual report to the State Board of Education by February 1 listing any members who missed 20% or more of meetings during the preceding calendar year.
