Increases annual compensation by $1,500 for state service employees earning less than $50,000 annually, effective July 1, 2016.

Directs the State Personnel Board to adjust the Colonel Guy Groff State Variable Compensation Plan to effectuate the salary increases.

Prevents salary increases that would exceed the compensation of an employee's agency or department executive head; caps increases at executive head salary level if necessary.

Requires the State Personnel Board to increase job classification end steps if needed to allow affected employees to receive the full $1,500 increase.

Directs the Legislature to appropriate necessary funds to cover the compensation increases.
