Increases the Education Achievement Council membership from 23 to 25 members, effective July 1, 2016.

Adds two new positions to the Council: the Executive Director of the Mississippi Association of Independent Colleges and Universities, and the President of the Mississippi Association of Proprietary Schools.

The Council's purpose remains to sustain attention to increasing the state's educational attainment and skill levels to match the national average by 2025.

The Council continues to establish education achievement goals, develop funding mechanisms for higher education institutions based on productivity, and prepare annual state report cards on progress.
