Changes Section 37-29-305 of Mississippi Code to allow (rather than require) the Legislature to fund community and junior colleges at mid-level funding amounts.

Defines mid-level funding as the average of per-student state funding for K-12 grades and per-FTE state funding for regional universities, multiplied by total community and junior college FTEs.

Mid-level funding calculation methodology remains unchanged, using K-12 funding data from the State Department of Education and regional university data from the SREB State Data Exchange.

Makes funding discretionary by changing mandatory language ("shall") to permissive language ("may") regarding appropriation of the calculated mid-level funding amount.

Effective upon passage.
