Requires receiving school districts to certify to the State Department of Education the number of students transferred from other districts before September 1 each year.

Requires transferring school districts to certify the total number of resident students enrolled plus those transferring to different districts.

Mandates transferring school districts pay receiving school districts a per-pupil amount equal to ad valorem taxes levied for student support, beginning with the 2016-2017 school year.

Excluded from per-pupil transfer payments are taxes for bonded indebtedness, short-term notes, and vocational-technical education programs.

Payments from transferring to receiving school districts must be made within three business days after funds are distributed to the transferring district.
