Amends Mississippi Code Section 37-15-31 to require approved student transfers between school districts to remain in effect until the student's high school graduation unless the student's residential address changes.

Allows student transfers through mutual written consent of both school boards, with the transferring board acting by its next regular meeting and the receiving board acting no later than its next regular meeting.

Maintains existing provisions allowing transfers for children of school district employees, students in adjacent districts in specific geographical situations, and students lawfully transferred before July 1, 1992.

Requires any transfer agreement to include a transportation provision, with responsibility falling to the parent or guardian if boards cannot agree on which district provides transportation.

Takes effect July 1, 2016.
