Increases the procurement card allocation by 50% for teachers in their first three years of educational service, funded through the Education Enhancement Fund's classroom supplies budget (9.61% of fund).

Modifies Section 37-61-33 to specify that eligible teachers in the first three years of service receive a 50% increase in yearly allocation for classroom supplies, instructional materials, and equipment.

Amends Section 31-7-9 to authorize the Office of Purchasing, Travel and Fleet Management to issue procurement cards to public school teachers, with equal amounts per teacher except for the 50% increase for first three-year teachers.

Maintains existing provisions requiring procurement cards to be issued at the beginning of the school year and expired at the end, with unexpended amounts carried forward to the next fiscal year.

Effective date: July 1, 2016.
