Requires school boards to have teachers direct all pupils to recite the Pledge of Allegiance to the United States flag at the beginning of the first hour of class each school day, effective July 1, 2016.

Imposes a fine of $1,500.00 per violation on any school district found not in compliance with the daily pledge requirement.

Mandates fines be paid by local school districts from non-federal funds within 30 days of receiving notice of violation.

Allows students and teachers to be excused from participating in the pledge without penalty.

Changes existing requirement for the Mississippi state pledge to be taught alongside the U.S. pledge, with the same daily recitation mandate and associated penalties.
