Establishes procedures for administering school districts placed under conservatorship status in Leflore County, Mississippi, specifically those failing accountability standards and declared in a state of emergency by the Governor.

Requires the interim conservator assigned to the failing district to serve as superintendent with full powers to oversee day-to-day operations and make administrative decisions as outlined in existing conservatorship provisions.

Creates a temporary board of trustees consisting of five members: two appointed by the county board of supervisors, one appointed by the mayor and aldermen of the municipality with a historically Black public institution, and two elected at-large by county voters.

Prohibits former board members serving when the district entered conservatorship from serving on the temporary board; newly selected trustees take office immediately and serve until the district is restored to accredited status.

Takes effect July 1, 2016.
