Requires the Mississippi Department of Corrections to establish a flat rate with its telephone service provider for all local and long distance collect calls made by inmates, effective July 1, 2016

Mandates that the flat rate be comparable to standard residential phone service rates

Maintains existing allocation of inmate telephone call commissions: 25% for telecommunication equipment, 35% for Prison Agricultural Enterprise Fund, and 40% for Inmate Welfare Fund

Makes minor technical amendments to Section 47-5-158, including changing "Chairman" to "Chair" and "money" to "monies"
