Establishes the "Mississippi All-Terrain/Off-Road Vehicle Numbering Act" requiring all ATVs/ORVs operated on public lands to obtain a certificate of number from the Department of Wildlife, Fisheries and Parks.

Allows voluntary numbering of ATVs/ORVs on private lands; exempts foreign vehicles, federal/state/local government vehicles, racing vehicles, and out-of-state vehicles with valid numbering present for fewer than 60 days.

Requires ATV/ORV owners to apply for certificates within 10 days of acquisition, providing detailed ownership information including manufacturer details, serial numbers, and proof of sales tax payment on the application.

Sets certificate fees not to exceed $10.00 per certificate, with all revenues deposited into the Fisheries and Wildlife Fund to cover administrative costs and law enforcement operations.

Mandates certificates display a plainly visible number affixed to the ATV/ORV; makes alteration, removal, or destruction of the number a Class I violation; allows certificate cancellation for fraud or false application.
