Requires all all-terrain/off-road vehicles (ATVs/ORVs) owned and operated in Mississippi to obtain a certificate of number from the Department of Wildlife, Fisheries and Parks, with limited exemptions for foreign vehicles, government vehicles, and racing vehicles.

Owners must apply for a certificate within 10 days of acquiring an ATV/ORV, providing information including ownership details, vehicle specifications, intended use, and proof of sales tax payment.

Authorizes the Commission on Wildlife, Fisheries and Parks to set and collect fees for certificates not to exceed $10.00 per certificate, with all fees deposited in the Fisheries and Wildlife Fund.

Requires the assigned number to be permanently affixed to the ATV/ORV in plainly visible block characters and prohibits alteration, removal, or defacement of the number as a Class I violation.

Allows seizure and forfeiture of any ATV/ORV with removed, altered, or defaced identification numbers, with forfeiture proceedings governed by existing law, effective July 1, 2016.
