Establishes that no money may be expended or drawn from any state fund or account in the State Treasury unless authorized by a legislative appropriation act.

Amends 31 Mississippi Code sections to require legislative appropriations for expenditures from special funds, removing language that previously exempted certain funds from appropriation requirements.

Clarifies that special funds must have legislative appropriations before agencies can expend monies, and prohibits the Joint Legislative Budget Committee and Legislative Budget Officer from exempting agencies from this requirement.

Provides that money remaining in special funds at the end of a fiscal year shall not lapse into the State General Fund, and interest earned on special funds shall be credited to those funds.

Brings forward five code sections (43-3-111, 47-5-66, 71-5-9, 71-5-113, 71-5-455) for possible amendment regarding nonappropriated funds and special accounts.
