Establishes a state-assisted local road construction and maintenance program administered by the Office of State Aid Road Construction to provide financial assistance to eligible counties and municipalities for roads and streets not in the state highway or state aid road systems.

Creates the "State-assisted County and Municipality Road Construction and Maintenance Fund" with $15,000,000 transferred annually from the State General Fund for fiscal years 2017-2020 in four quarterly payments beginning July 1.

Limits eligibility to counties with populations not exceeding 30,000 and municipalities with populations not exceeding 5,000 based on the 2010 federal census, with no deduction for administrative expenses.

Restricts each county or municipality to receiving distributions no more than once per three-year period, with a maximum of $150,000 per distribution, and limits state funding to 75 percent of project costs.

Amends Section 65-9-11 to authorize the State Aid Engineer to distribute funds from the new program consistent with its provisions; effective July 1, 2016.
