Creates the Mississippi Distance Learning for Single, Working Parents Scholarship Grant to be administered by the Mississippi Community College Board for use at public community and junior colleges.

Provides grants up to $7,500 for tuition and fees to eligible single, working parents pursuing distance learning education.

Restricts awards to Mississippi students only, with the board setting application deadlines and determining recipient eligibility.

Requires grant payments to be made jointly to recipients and colleges, applied first to tuition costs.

Authorizes the board to conduct annual audits and suspend or revoke a college's program eligibility for non-compliance; effective July 1, 2016.
