Repeals the Common Core State Standards adopted by Mississippi's State Board of Education and prohibits further implementation or use of these standards as of July 1, 2016.

Requires Mississippi to adopt K-12 math standards from California (effective January 1, 2010) and English Language Arts standards from Texas (effective January 1, 2010) as replacements.

Prohibits use of PARCC assessments or any assessments based on Common Core State Standards; requires the state to withdraw from the PARCC consortium and retain sole control over all statewide K-12 tests.

Mandates that any curriculum standards developed outside Mississippi require public hearings in each congressional district, a one-year open comment period, and joint legislative committee review followed by an act of the Legislature before adoption.

Restricts the State Department of Education from sharing personally identifiable student and teacher information with entities outside the state, with commercial entities, or with the federal government except under strict conditions requiring written consent and agreements limiting use.
