Amends Mississippi Code sections 29-5-2, 29-5-81, and 29-5-161 to clarify and update the inventory of state real properties under the Department of Finance and Administration's authority and supervision.

Adds specific state properties to the department's jurisdiction, including the Walter Sillers Parking Garage, Mississippi Museum Complex, GM&O Depot, former Naval Reserve Center, and several North Street addresses in Jackson.

Expands the department's oversight to include five additional properties: NASA Shared Services Center and Lockheed Martin Building at Stennis Space Center, Mississippi Sports Hall of Fame, Mississippi Crafts Center, Mississippi Children's Museum, and Mississippi Arts and Entertainment Center.

Removes the authority allowing the Department of Finance and Administration to lease up to 2,000 square feet of space in the Robert G. Clark, Jr. Building to a private entity providing healthcare and wellness services to state employees (provision was set to expire July 1, 2016).

Simplifies the definition of "government building" in smoking regulations by referencing all buildings identified in Section 29-5-2(a) rather than listing them individually.
