Requires all Medicaid beneficiaries to undergo a physical examination that includes body mass index (BMI) measurement upon eligibility determination and annual redetermination, and to establish a patient-centered medical home as their usual source of care.

Mandates that beneficiaries determined to be obese based on BMI must participate in an online interactive obesity prevention and reduction program with individualized nutritional counseling, healthy living plans, and access to trained nutritionists.

Makes computers available at county and regional offices of Medicaid, Department of Human Services, State Department of Health, Department of Employment Security, WIC programs, and University of Mississippi Medical Center for beneficiaries without home internet access.

Penalizes beneficiaries who fail to participate in the required online obesity program by increasing their Medicaid service co-payments to the maximum amount permitted under federal law.

Extends the repeal date of Section 43-13-117 from July 1, 2016 to June 30, 2018, and becomes effective July 1, 2016.
