Expands Mississippi Medicaid coverage to individuals under 65 years of age who are not pregnant, not entitled to or enrolled in Medicare, and whose income does not exceed 133% of the federal poverty level

Implements the Medicaid expansion authorized under the federal Patient Protection and Affordable Care Act (ACA)

Newly eligible individuals would receive benchmark coverage or benchmark equivalent coverage as described in Section 1937 of the federal Social Security Act

Amends Section 43-13-115 of the Mississippi Code of 1972 to add a new eligibility category (paragraph 28) for this expanded population

Effective date of July 1, 2016
