Expands Medicaid eligibility to include individuals under 65 years of age who are not pregnant, not enrolled in Medicare, and have income not exceeding 133% of the federal poverty level, as authorized under the Affordable Care Act.

Eligible individuals under this expansion receive benchmark coverage or benchmark equivalent coverage as defined under Section 1937 of the federal Social Security Act.

Division of Medicaid must determine eligibility for covered individuals and redetermine eligibility for all Medicaid recipients no less frequently than required by federal law.

Effective date is July 1, 2016.
