Department of Corrections must establish a flat rate with its telephone service provider for inmate collect calls comparable to standard residential phone service rates, effective July 1, 2016.

The flat rate applies to all local and long distance collect calls placed by inmates from correctional facilities.

Bill addresses concerns that excessive inmate phone call costs create financial burdens on families, many of whom live in poverty.

Existing provisions regarding the Inmate Welfare Fund remain unchanged, including allocation of telephone call commissions to equipment purchases (25%), agricultural enterprise (35%), and inmate welfare (40%).
