Removes end-stage renal disease (ESRD) facilities, including freestanding hemodialysis units, from the definition of "health care facility" subject to Certificate of Need (CON) review under Mississippi law.

Deletes the specific definition of "end-stage renal disease (ESRD) facilities" that previously included kidney disease treatment centers and limited care facilities providing maintenance hemodialysis services.

ESRD facilities will no longer be required to obtain CON approval from the State Department of Health before constructing, acquiring, or expanding their operations.

Effective date: July 1, 2016.
