Creates the "Mississippi Comprehensive Teen Pregnancy Prevention Act" requiring the Department of Human Services and Department of Health to develop programs and strategies promoting teen pregnancy prevention and addressing consequences of unprotected and underage sexual activity.

Requires the Department of Human Services to develop programs including family communication about pregnancy prevention, community education on sexual consequences, encouragement of sexual abstinence, and medically accurate information about contraceptives and barrier methods.

Requires the State Department of Health to develop programs including counseling to prevent unintended pregnancy and sexually transmitted infections, social support services for pregnant teens, health education services, and training for school-based program workers.

Amends Mississippi Code Section 41-79-5 to authorize school nurses to carry out functions of the State Department of Health prevention strategies and prohibits school nurses from providing abortion counseling or referrals under penalty of losing state funding.

Takes effect July 1, 2016.
