Creates a special "Mississippi Highway Safety Patrol Fund" in the State Treasury to cover expenses for uniforms, vehicles, equipment, and trooper training for the Highway Safety Patrol.

Adds a new "Mississippi Highway Safety Patrol Support Fund" assessment of $8.86 to traffic violations, $2.50 to implied consent law violations, $8.90 to game and fish violations, $12.18 to other misdemeanors, and $28.05 to felonies, effective July 1, 2016.

Allocates 10% of assessments collected under speeding and reckless driving violations to the Highway Safety Patrol Support Fund, with remaining funds going to the Mississippi Trauma Care Systems Fund.

Requires state assessments for traffic violations to be collected monthly by county and municipal courts and deposited with the State Treasurer for distribution to appropriate special funds.

Takes effect July 1, 2016.
