Amends Section 65-37-13 of Mississippi Code to increase the required appropriation to the Local System Bridge Replacement and Rehabilitation Fund beginning in calendar year 2016.

Starting with the 2016 regular legislative session and each session thereafter, the Legislature shall appropriate $60,000,000 annually from the State General Fund if General Fund revenue growth is 2% or more for the succeeding fiscal year.

Previous appropriation requirement for calendar years 2001-2015 was $20,000,000 annually under the same revenue growth condition, with certain years exempted from the requirement.

Fund monies may only be expended for bridge replacement and rehabilitation projects on the local system in accordance with existing law, and unexpended balances do not lapse into the General Fund.

Counties may receive advance credit of funds, limited to 90% of estimated accrual during remaining board of supervisors term, subject to State Aid Engineer approval.
