Requires all Medicaid, Children's Health Insurance Program (CHIP), and State and School Employees Health Insurance Plan recipients to undergo annual testing and screening for illegal drug use, alcohol abuse, Hepatitis B and C, tuberculosis, and sexually transmitted diseases.

Mandates that the cost of all required testing and screening services be covered as a benefit under each respective program or plan.

Authorizes the State and School Employees Health Insurance Management Board and the Executive Director of the Division of Medicaid to adopt rules and regulations necessary to implement these screening requirements.

Amends Section 25-15-9 of Mississippi Code to include coverage for testing and screening services in the State and School Employees Health Insurance Plan.

Amends Section 43-13-117 of Mississippi Code to include testing and screening services as a reimbursable Medicaid benefit.
