Authorizes the State Board of Health and State Department of Health to increase fees for services up to two times during July 1, 2016 through June 30, 2020, with each increase not exceeding 15% of the current fee amount.

Establishes specific fee increase limits for radiological health services at 5% per increase (rather than 15%), limited to two increases during the same four-year period.

Amends numerous sections of Mississippi Code to conform existing fee provisions to the new authorization structure, allowing fee increases for licenses, permits, registrations, and health services across multiple regulatory programs.

Applies fee increase provisions to services including food establishment permits, water quality analysis, ambulance operations, medical radiation technology, child care facilities, hospice care, and various professional licensing categories.

Sunsets on July 1, 2020, requiring legislative action to continue fee increase authority beyond that date.
