Requires local school districts to develop disciplinary policies specifically for exceptional children (students with disabilities) that conform with standards for traditional learners while complying with the Individuals with Disabilities Education Act (IDEA)

Mandates policies address student removal from customary educational placement and minimum time requirements for such placement

Requires policies to cover emergency removal procedures for serious offenses including possessing weapons, possessing illegal drugs, or inflicting serious bodily injury at school or school-related events

Policies must address discipline measures other than placement changes, disciplinary actions included in a student's Individualized Education Program (IEP), and availability of administrative due process

Effective date of July 1, 2016
