Creates the "Halfway House Grant Program Fund" in the State Treasury to provide grants to nonprofit organizations supporting incarcerated individuals near completion of their sentences.

Nonprofit organizations receiving grants must establish a facility with certified staff (counselors, educators, clergy) and enroll offenders in intensive rehabilitation programs lasting 6-18 months with behavioral and faith-based initiatives.

Fund requirements include partnering with local companies for offender employment and transportation, acquiring land for agriculture work programs, and providing mandatory financial literacy training on accounts, self-employment, and money management.

Department of Corrections shall administer the fund, promulgate regulations, and accept grants, gifts, donations, and appropriations from state and federal sources.

Takes effect July 1, 2016.
